Centralization of the state budget of Ukraine for the costs

Project short description:
Completion and modernization of the automated system "E-treasury" under the centralization of the state budget of Ukraine for the costs.

The main objective of completion of the current system AS "E-penalty" in terms of the centralization of the state budget of Ukraine for the costs is to optimize the process of monitoring the implementation of budgets and the distribution of allocations at all levels and to facilitate the appropriation of the distribution process, as well as the accumulation of such consolidated data in a centralized database on the upper level of the Treasury of Ukraine for its further processing, storage and getting rapid current information.

Creating a centralized database makes it possible to receive the current reporting information by managers of all levels, as well as to get timely information on the status of public allocations.

Centralization of the state budget of Ukraine for the costs enables to perform centralized control over the direction of the funds at the highest level, which, in its turn, will reduce the inappropriate allocation of funds.

The main result of the project is to reduce the cost of maintenance of the budget process in Ukraine, in particular, its expenditure side. This saving of public funds will come at the expense of optimization of process of service managers (recipients) of budget funds, document transitionbetween the Treasury authorities into electronic form, and - reducing requirements to hardware and software, which are used at the territorial level by bodies of the Ukraine Treasury. 
The main purpose of services is to centralize the state budget of Ukraine for the costs, data consolidation, which are only available in the databases of the AU "E-Treasury" at the level of territorial departments, at the central office of the Treasury of Ukraine, as well as ensuring a higher and faster level of data exchange security. The purpose of the service provision is achieved through the automation of raw data receiving from a variety of information sources and the reduction of the human factor influence in the process of this data centralization and reporting forms receipt, which are defined in the relevant legal and regulatory documents MFP, the National Bank of Ukraine, Ukrainian Treasury and other departments.

 

 

Centralization of the state budget of Ukraine for the costs

Project Summary :
The purpose of this project is development and implementation of the software by means of which centralization of the state budget of Ukraine for the costs will be implemented.

Centralization of the state budget of Ukraine for the costs will ensure a transparent and efficient execution of business processes for the implementation of the State Budget of Ukraine for expenditure, operational and integrated reporting, simplify management by eliminating the process of implementation of reinforcements GUDKSU, will monitor the implementation and management of the State Budget of Ukraine for expenditure in online mode. It will ensure protection against unlawful actions performers, liberate computing power in GUDKSU for the development of the local budgets servicing, provide for the maintenance of uniform accounting policies, will help to standardize and unify the accounting departments of the Central Office and subdivisions of the State Committee.

The system’s features allow centralized management of public financial resources, as well as to improve the accuracy of budget figures and forecasts, to control earmarks budget funds and compliance of costs to budget target, to increase the efficiency of processing information on budget expenditures, classification and accounting for revenue in real time, enables rapid generation of state budget assignment for expenditure and reporting.

 

 

 

Development and implementation of system "Client Bank National Bank of Ukraine (NBU CORP)"

Brief Description of Project:
The project is the development and implementation of the system "Client Bank National Bank of Ukraine» (CORP NBU) for the National Bank of Ukraine customer banks in order to improve the level and quality of existing customers servicinge and increase their number due to the high quality and ease of maintenance.

"Client Bank National Bank of Ukraine" is an independent system. Access to the personal account can be obtained from a remote computer via Internet network.

  • Basic identification performed by login and password - authentication standard component; 
    ● ● Protecting data communication channels - open or special certified cryptographic library; 
    ● ● Electronic digital signature - configuration for use with an internal certification authority.

Data receipt on an IIS server via the WEB API. The project provides for the integration with the following systems:

"Client Bank NBU" is designed to work with Internet browsers: Internet Explorer, Chrome, Mozilla , Firefox 
System features ensure transactions and transactions accounts control , limits management, regular payments generation (in local currency), placing orders for purchase transactions, currency sales , reporting generation, messages and files exchange with the bank, getting general financial information (rates, values, tariffs), reference books maintenance.

 

 

Data exchange with SAP using web-services

Brief project description:
The project aims to ensure interaction between SAP and the National Bank of Ukraine with the use of web-services. 
Data exchange via web-services involves the following scheme of creating accounts in core banking system <balance Account number> <K (check digit)> <number in system SAP> <area code (3 characters)> . When you upload SAP data must provide the appropriate account number in the core banking system.

The architecture provides for implementation of the scheme of data exchange using a web-service (WS). The SAP system is formed by a set of data and with the help of SAP web-service (WS SAP) and transmitted to the core banking system via https protocol. Data encryption takes place by means of two-party SSL protocol.

The list of integration points: 
1. the SAP → the BARS: transfer of registry entries; 
2. the BARS → the SAP: register transfer records; 
3. the BARS → the SAP: budget transfer .

 

 

Transition into Single MFO and transfer into the three-tier architecture model (web interface)

Brief project description:
The project aims to transfer features of the National Bank of Ukraine into a three-tier architecture model (web interface) using the remote database and data access provision via local network or Internet network by http (s) protocol to create remote jobs for core banking system users. To conduct centralization and perform transition to a single MFO of the National Bank of Ukraine in order to transfer to off-balance and optimize the work of all the territorial administrations.

The project of "Transition to a single MFO" comprises introductionof a single code MFO (300001) for all regional offices.

Implementation of the project "transition to a single MFO" includes development of the migration process for a number of specifications, import of users, customers, accounts, folding / unfolding balances on accounts, creation and configuration of  transitional migration tables, unloading transitory conversion table for  unusual tasks, creation and setting the search filter to be able to use the old values of accounts, generate new accounts for new MFO, to set up branches tables (branch), performing  global parameters settings and branches parameters migration offices, making reconciliation of balances and modules reconfiguring.

 

 

Completion and implementation of the module "Securities"

Brief project description:
The project aims at completion of the module "Securities" in accordance with the customer’s requirements and its implementation at the sites of the National Bank of Ukraine.

The module is focused on the integrated design of banking recording oftransactions concluded by the Central Bank and is part of “BARS Millennium” corebanking system.

The functional module can automatically calculate Discount / bonus for the daily effective rate; make coupon accrual in accordance with the terms of issue, track the history of agreements, to archive transactions with counterparties, purchase / sale prices; generate reports; keep a record of overdue debt by the Securities; make the Securities to delay; buy debt and NOT debt securities of other issuers; calculate amortization of discounts and premiums based on the initial account balance (balance at the end of the banking day) and adjusting entries; in calculating the carrying value of each transaction to consider balances in reserve accounts and not to consider balance in the revaluation account; to sell debt and non-debt securities, the repayment of the nominal value and coupon of the debt securities, reassess;ent of the fair value; building up reserves; transfer securities from one portfolio to another; contracts to be approved by application of visa before they are paid in accordance with the accounting model; open technical discount extrasystematic technical account (A and B) for each transaction, which will show the difference of charges at the nominal and effective rates; implement revenue recognition directly on the sixth grade accounts, without the use of transit accounts (4621).

The module provides for interaction with depositories, including those with state securities NBU internal governmental bonds, carrying out analysis of the securities portfolio, keeping archive operations (transactions) by the securities.

 

 

Development of «MC World» and «Prepaid» products

The project goal is to develop and implement a functional to work with credit cards, with possibility to bind two or more lines of credit and functionality for working with a prepaid card to one account.

The module’s features allow you to open prepaid cards, to tie MC World card product accounts to the main card, to lengthen or close the card automatically, to process / pay fees for MC World card when importing OIC-ATransfers* .xml file from the WAY4 processing center, to check balances from "BARS" core banking and WAY4 systems considering MC World card, to take into accountmain and additional credit lines of individual agreements during preparation of financial statements, calculation of reserves and unloading in other systems, to open several credit lines within a single card account, in "BARS" core banking system on one 2625 account two or more credit lines with different interest rates will be considered as separate loan agreements.

 

 

Updating BOD-Way4 AWS (Automated Workstation) in terms of provision of accession function to the IBSA (Integrated banking services agreement)

Brief project description:
The project goal is to provide comprehensive customer service for retail business of JSC "Oschadbank" in accordance with the requirements of the customer.

The project envisages creation of a new feature "Connection client to IBSA"in the "BOD-Way4" AWS , which allows the responsible manager to select RNA (or name, or INN, or date of birth, or a series of a document or document number) that is to be attached to IBSA, select an appropriate account (s) 2625. When customer is binded to IBSA and an appropriate account is selected, additional information is supposed to be filled in, provided by the account holder, followed by printing it using a template form.

 

 

 

Creation and implementation of applications: for the collection, control and consolidation of files of external and internal reporting, for the calculation of planning and economic indicators for information generation on consolidated taxed

Brief project description:
The project aims to creation and implement applications for collecting, monitoring and consolidation of external and internal reportingfiles , planning and calculation of economic performance, generating information about the consolidated taxes.

The functionality of the application for collection, control and consolidation of external and internal reporting files allows to collect information from regional offices and branches to carry out checks when receiving files, perform control of data reporting files when receiving files, to generate and send a protocol for receiving and checking reporting files, to receive one file several times, to view files on a reporting balance sheet date in the context of users, to make adjustments for files consolidation, to generate a consolidated reporting file , to maintain NBU reference books.

The application functionality for calculation of the planning and economic indicators enables tp view indicators by reporting files, to create formulae for economic indicators based on reporting files indicators, to create aggregated user indicators baed on reporting files, to calculate and analyze the economic indicators of the bank's performance based on reporting files data, to generate aggregates of weighted average interest rates and foreign exchange rates, to calculate and analyze the balances and turnover on the accounts, to generate balance sheet and output results into MS WORD, MS EXCEL.

The application features for generation of information about consolidated tax allows to maintain directories of budget payments recipients, to analyze accounting and taxation accounts, to compare financial and tax accounting data from various points of view, to calculate and generate income tax returns.

 

 

Upgrading credit module of individuals activity

Brief project description:
The project aims to upgrade functionalities of the active transactions automation module in accordance with the customer requirements, with the purpose to automate and implement the full-fledged standard business process of individuals lending IND - WEB.

The project implementation provides for the introduction of the following functionality using web-based technologies: AWS "Loans" IND with full functionality, features of "Contract Portfolio", " Credit Agreement Editing ", "Credit Agreement Settings", "Credit Agreement Closure", "Contract Event Log" and "Portfolio of Events Magazine", reports, work with directories and will ensure the implementation of actions for  the credit agreement authorization automatically.

 

 

Upgrading and implementation of the "Securities" module

Brief project description:
The project aims to upgrade the "Securities" module in accordance with the customer requirements and to implement it throughout the system of JSC "Sberbank".

The module is focused on the integrated design of banking account of transactions concluded with the securities and is part of ”BARS Millennium” core banking system.

The functional module allows to charge interest on securities in the context of one of the securities; to track the agreement’s history , to archive transactions with counterparties, buy / sell prices, to conduct REPO transactions and REPO with the National Bank of Ukraine in automatic mode; to predict planned accrual and amortization; to view the reserve history;to generate a sub-portfolio of expired agreements; to generate reports; to bind pledge agreements to securities agreements; to keep record of overdue debt by the securities; to put securities to overdue; to buy debt and non debt securities of other issuers; to calculate amortization of discounts and premiums; to accrue interest income on debt securities of other issuers; to sell debt and non-debt securities, the repayment of the nominal value and coupon of debt securities, to reassess the fair value; to build up reserves; to transfer securities from one portfolio to another; to make contracts approval by visa attaching before they are paid in accordance with the accounting model.

The module provides for interaction with depositories, including with the Securities Depository of the NBU by domestic government loan bonds, the analysis of the securities portfolio, maintaining transactions archive by securities.

 

 

Modification and implementation of the "Financial Monitoring" module of the"BARS the Millennium" core banking system

Brief project description:
The project aims to upgrade and implement an existing "Financial Monitoring" module of the "BARS Millennium" core banking system according to the customer requirements and the introduce the modified software on the JSC "Oschadbank" sites.

The introduction of the module’s updated functional provides for the unified web interface forconducting centralized consolidated financial transactions register, including regional department registers of financial transactions; conducting registries of inquiries , responses to requests, decisions, bank’s subunits; It shall allow to generate analytical reports and statistical reports of the NBU on FM issues.

Information exchange with the Financial Monitoring State Service is performed at the CA level through file sharing, using cryptographic protection means in accordance with the requirements of the NBU.

Regional department is putting certain information into a centralized transactions registry. At the regional department and central archive level, the following steps are performed: selection of financial transactions subject to financial monitoring, maintaining the financial transactions register, generation of reporting and statistical reporting files of the NBU . Keeping consolidated registry is runned on CA level. Users administration and maintenance of a consolidated registry of reference information is made at the CA level.

 

 

Introduction of the "Financial Monitoring" module

Brief Description of Project:
The goal of the project is to implement the "Financial Monitoring" module, which is part of “BARS Millennium" core banking system and includes the following functional blocks: work with the list of persons related to terrorist activity or with respect to which international sanctions are applied; tracking and selection of transactions subject to mandatory or internal financial monitoring; maintenance of clients electronic profiles and implementation of quarterly analysis of clients’ transactions; register of transactions subject to FM and interaction with the Financial Monitoring State Service (separate software for the register maintaining and facilitating exchange of information with theFinancial Monitoring State Service ).

Function block "Work with the list of persons related to terrorist activity or with respect to whom international sanctions are applied," provides for the import of the file- list of persons related to terrorist activity or with respect to whom international sanctions are applied (hereinafter - List of persons).

Function block "Tracking and selection of transactions subject to mandatory or internal financial monitoring" provides for sending messages by a teller to an employee responsible for the transaction, which has a financial monitoring features, selection and processing of transactions subject to mandatory or internal financial monitoring.

Function block "Keeping customers electronic profiles and implementation of the quarterly analysis of customers transactions" provides for data completion by the customer for the FM, conducting customers electronic profiles, conducting cash transactions without opening an account in an amount equal to or exceeding 150 thousand UAH or its equivalent in foreign currency, customers risk level confirmation, finding customers in a common list by certain criteria.

Function block "Register of transactions subject to FM and interaction with the Financial Monitoring State Service " allows to adjust the institution and users parameters, provides for import of transactions prepared in core banking system in the registry, keeping registers of financial transactions on the regional department and central archive level, processing transactions registry, management of registration cards of the initial financial monitoring subject, exchange of information with the Financial Monitoring State Service, the reports generation.

 

 

The introduction of the module "Central Register of compensatory deposits" (CRCD)

Brief Description of Project:
The purpose of the implementation of this module is to create a Centralized registry of compensation accounts of JSC "Oschadbank" customers, which, in its turn, must ensure accounting and implementation of compensatory payments from depreciation of monetary savings, invested before January 2, 1992 in the USSR Savings Bank institutions and state insurance of the USSR, acting on the territory of Ukraine, and bonds of the State target interest-free loan in 1990, certificates of the Savings Bank of the USSR and the USSR state treasury obligations acquired on the territory of the Ukrainian SSR.

CRCD module provides for the following functionality: viewing customer card (main and financial details), compensation account transactions history; transactions with the customer; editing payout limits amount on compensation accounts, payments limits for burial; work with the registry of payments for burial - viewing and editing registry data, implementation of the register payments; reposrting generation - reporting printing and generation within the granted access permissions (regional departments within regional departments, central archive – within the Bank as a whole); generation of credit payment documents by each account of the depositor with payment limit tracking; export of payment documents in the central rchive core banking system for its further sending in the established order by the Air Force in the JSC "Oschadbank"; resubordination TVBV current compensation accounts TVBV that are closed (rebranching), data analyzis on the deposits payment for all the bank and from the point of view of its institutions, for a certain period and on a separate date; maintenance of reference data.

 

 

CorpLight system

Brief Description of Project:
The project aims to develop and implement CorpLight system - it is the implementation of a universal system of online access to banking products and services to businesses and individuals, offering a wide range of functionality for management of accounts, payment documents, money transfers, banking products with support for a wide variety of authentication tools OTP, OTP by SMS, OTP by token, electronic digital signature (EDS), and extensive integration with the bank's systems.

The system provides user with round the clock access to accounts via any modern web browser (Microsoft Internet Explorer, Firefox, Opera, Chrome, Safari) and mobile apps (Android and iOS).

The project provides for the integration of "BARS Milennium» core banking system, CRM system (Microsoft Dynamic XRM), the card system of the company OpenWay Way4, CardManagement (UkrPay). For mobile applications IBM Mobile First Platform is used.

 

 

The centralized accounting and debt restructuring system

Brief Description of Project:
The project is to develop and implement a centralized accounting and debt restructuring system (hereinafter - the System), which arose as of January 1, 2015 by decisions of the courts, the implementation of which is guaranteed by the state, as well as decisions of the European Court of Human Rights, adopted by the consideration of cases against Ukraine, by means and financial treasury bills, according to the order approved by the Cabinet of Ministers of Ukraine No.703 dated 9.16.2015.

The project envisages creation of a system located on the territory and equipment of the Bank. With the help of the system there will be ensured exchange of information between users of the Ministry of Justice of Ukraine, the State Treasury Service of Ukraine and JSC "Oschadbank" through generation of a database concerning implementation of the Procedure of debt restructuring and its reflection on this server.

The system is implemented on the basis of an electronic archive.

 

 

Pilot project of integration with the Pension Fund of Ukraine

Project Summary:
Organization of data exchange between JSC "Oschadbank" and the Pension Fund of Ukraine to obtain a registry of military pensioners and sending response on the state of funds entry to the current accounts of all regional offices of "Oschadbank".

Creation of a "Unified database of pensioners" at the level of the Bank’s Central office for data consolidation on retired military personnel and their current accounts to run a pilot region;

Automation of the Pension Fund of Ukraine registers processing and pensions payment to military pensioners.

The scope of work to create: 
● ● module of data exchange between the Bank central archive and Pension Fund of Ukraine central archive to receive the military pensioners register;

Security Module Implementation

Brief Description of Project:
"Insurance contracts record module" is required to ensure the following requirements of a commercial bank: control of collateral’s insurance, automated calculation of commission and control limits by partners - insurance companies. The module is a part of the "BARS Millennium” core banking system,, which provides full integration with core banking system and unity of approaches to administration. User’s interface is designed based on web technologies, so functionality can be accessed at any point in the bank's offices. The analytical part of the module in the form of reports is available both in front- and back-part of the core banking system.

The module is designed as part of core banking system complex, it provides for module’s users administration via a standard administrator’s interface. Web applications files and database updates are installed similarly to other parts of the complex, which makes it possible to use the delta mechanism for future updates installation . Using a single database makes it possible to build the data integrity control tools by means of Oracle, which improves significantly the data quality level  in the system.

Logical architecture provides for a rigid connection of insurance contracts with such objects as customers, departments, users, etc.

Interface integrated at most into other core banking system’s modules, i.e., a user browsing the security contract card can go to insurance contracts by clicking an appropriate link. Similarly to insurance contracts, one can go from the credit agreement card and vice versa: from the insurance contract card, using the link, the user can go to the loan or security contract. This approach is user-friendly and most economical in terms of user time spent on transitions between complex functions.

Due to use of a single database, the "Insurance contracts record module" data are available to all other modules of the system. This makes it possible to display insurance information processing in other system modules. Also during reports construction, d Designer will be able to include the whole core bankin system data, not just from a single module, into atemplate.

 

 

Before-credit task

Module’s main functionality: 
● ● Maintenance of requests from creation to decision making; 
● ● Implementation of automated requests to external systems in order to obtain the customer's credit history; 
● ● Registration of contracts in accordance with templates; 
● ● Documents scanning with database storage; 
● ● Automatic test for stop factors under which a loan can not wake issued.

In order to obtain the customer's credit history, SOAP requests are made to the First Credit Bureau of Ukraine WEB services.

 

 

"BARS"core banking system software upgrading to integrate with the ToMaS software

Brief description of the project:
In order to develop a new type of service for the customers of the Bank with regard to adding funds to an account using terminals there will be implemented "BARS" core banking system software integration with ToMaS software.

The functionality of the developed module: 
● ● The ability to accept payments from payment terminals; 
● ● Matching (confirmation) of the payment document status; 
● ● The ability to transmit information on the accounts and customers; 
● ● The ability to create a payment document at the client's (terminal’s) request; 
● ● Repayment receivables through the EPAs, which arises as a result of repayment through the terminal.

Requirements to upgrading:
The ability to add funds to the accounts by the relevant schemes: 
● ● For all (4) listed schemes (when requested) core banking system will calculate a commission according to the current Bank rates . 
● ● Request parameters to work with the terminal interface.

 

 

Holding overdraft

This module is designed to automate the overdraft agreements and allows participants to offset the costs of group of companies for overdrafts based on the total amount of money (virtual consolidation), which are available on their current accounts with the Bank

● ● Automatic opening of overdraft service accounts when establishing an overdraft to the Company or its inclusion in the group of companies;

The module is designed for the funds reservation in the accounts of business entities, through generation of contracts for the funds reservation by the front-office and its activation by the back-office. Functionality is presented both in "thick" and "thin" client.

The interaction between the subsystems of the citizens banking sercicing system and BARS occurs through the use of shared data (database tables). According to the agreed rules the data are read or modified by subsystems modules to perform the complete cycle of operations.

 

 

Upgrading the "BARS" core banking system software to integrate it with "Credit Factory" software

Upgrade "BARS" corebanking system software in terms of necessary loans parameters transmission to the "Credit Factory" .

With the introduction of a credit application, the “Credit factory” automatically generates a request to the core banking system of a corresponding regional department for the credit portfolio search and, if available, the core banking system returns to the “Credit factory” the following parameters in the context of each loan:

● ● Loan servicing subsystem (core banking system, Way4, banking debit card); 
● ● Creditor bank (MFO of a regional department which issued the loan);

  • Balance of debt and the number of delay days for the current date in the context of analytical accounts (analytical account, account currency, balance of the nominal value, balance of equivalent number, delay days number) for the accounts types: SS (principal debt), SN (accrued income), SP (outstanding debt), SPN (overdue accrued income), SK0 (accrued commission), SK9 (overdue accrued commission), SN8 (accrued penalties), SPI (premium), SDI ( discount), CR9 (unused limit). For accounts types: SP (outstanding debt), SPN (overdue accrued income), SK9 (overdue accrued commission) the number of delay days obligatory to fill in by the other is 0. Balance of active accounts is indicated without sign, that of passive ones – with negative sign. (Only for credit statuses - current and overdue).
    For repaid loans, response should be generated under the contracts for which "Actual closure date" is at least 3 years since the request implementation date.

Core banking system must also return data on corporate loans, if the loan is issued to an individual entrepreneur, and meets the request criteria.

For loans established on the initiative of the Credit Factory -  to provide import data to the core banking system, after their calculation in Credit Factory, namely the following indices: 
● ● Borrower’s class; 
● ● Internal credit rating of the borrower / guarantor; 
● ● Date of the financial state assessment.

Automation of the typical operations related to deposit safes tenants servicing :

Deposit safes parameters accounting: safe number, safe size, key number, financially responsible in charge for the safe, the number of keys issued to the customer.

Contracts parameters record. Each contract is related to a fixed list of parameters. It is possible to support an arbitrary list of the contract’s additional parameters. The main parameters of the contract, tariff code, the amount of guarantee, contract number, date of contract, start date of the contract, the date of the end of the contract, full name, or the name of the legal entity of the tenant, EDRPOU (for legal entities) or the identification code of the customer, the passport number and series, passport place of issuance, address, settlement account and bank code (for legal persons), name of the trustee, and the trustee’s passport number and series, trustee’s address , the number and date of power of attorney, the bank’s trustee . Printing the contract documents with automatic adding of the card details.

Logging of the customer’s visits to the depositary;

Automatic calculation of the of the safe box rental amount. Automatic generation of accounting model (documents) of the following standard transactions: bailment, collateral return , rent payment for the entire term, rent payment for the period.

Archive of closed contracts.

When a new safe is registered, a 2909 * account is automatically opened. . At the end of each month depreciation is accrued for each safe.

When new deposit box contract is opened, first of all there should be introduced a customer, who is elected by key attributes. Web teller provides for introduction of a new contract, modification of an contract or its closing.

Short description of the project:
Upgrading and modernization of the automated system "E-KAZNA" in part of the centralization of the state budget of Ukraine for the costs.

The main objective of of the current system "E-KAZNA" AS upgrading in terms of the centralization of the state budget of Ukraine for the costs is to optimize the process of monitoring the budgets implementation and distribution of allocations at all levels and to facilitate the allocations distribution process, as well as accumulation of such consolidated data in a centralized database on the upper level of the Treasury of Ukraine for its further processing, storage and rapid acquisition of current information.

Creation of a centralized database makes it possible to receive the up-to-date reporting information by all levels managers, as well as to get timely information on the status of public funding.

Centralization of the state budget of Ukraine for the costs enables to provide centralized control over the designated purpose direction of the funds at the highest level, which, in its turn, will reduce the inappropriate allocation of funds.

The main result of the project is to reduce the maintenance costs of the budget process servicing in Ukraine, in particular, its expenditure side. This saving of public funds will occur due to servicing optimization process of administrators (recipients) of budget funds, conversion of the document circulation between the Treasury authorities into electronic form, and - reducing requirements to hardware and software, which are used at the territorial level by the Treasury of Ukraine bodies. 
The main purpose of provision of the centralization service of the state budget of Ukraine for the costs is data consolidation, which are only available in the databases of the AS "E-KAZNA" at the level of territorial offices, at the level of the central office of the Ukrainian Treasury, as well as providing a higher and faster level of data exchange security. The purpose of the service is achieved through the automation of raw data receiving from a variety of information sources and the reduction of the human factor on the process of   these data centralization and obtaining reporting forms, which are defined in the relevant legal and regulatory documents of the Ministry of Finance of Ukraine, the National Bank of Ukraine, the Treasury of Ukraine and other institutions.

It will ensure protection against unlawful actions performers, liberate computing power in GUDKSU for the development of the local budgets servicing, the maintenance of uniform accounting policies will help to standardize and unify the accounting departments of the Central Office and divisions of the State Treasury Service of Ukraine.
